Christ confided his Church to St Peter.
St Peter confided the particular Church of Jerusalem to the Desposynos (relative of our Lord, in this case son of St Joseph) St James the Just when leaving for Antioch. Before he and other Apostles had ruled Jerusalem.
And St Peter died in Rome, not in Jerusalem.
